Since going into my first heroic after hitting 80 and getting to go up against a level 83 boss and seeing my DPS and damage done got me to remember that with new level cap comes new hit cap. Before at 70 we had the hit cap of 202 to get to the 16.93% cap that was imposed. Apparently blizz did just open it straight to 17% for level 80. And at level 80 in order to get to that 17% cap so that we have a 100% chance to hit the boss we need to get our hit rating to 446! Over double what it was before. I thought I was all good and cool when I saw I was at 252 the other day. DAAAAMN.
So here is the article I found that has an entire write up of the cap, how it effects every single spell we cast from affliction to destruction spells. The way the game rolls on things is tiered with hit being the first and foremost roll. Only after roll does bonus dmg and crit come into play. Simplified to text instead of code of how hit effects crit rating: crit rate over all spells = crit * hit
